2007 CRWC sparked the formation of the first Lagoon Technical Advisory Committee (TAC),  

to solve the chronic flooding, bluff erosion, and Lagoon quality problems that all affect the threatened steelhead as well as the homeowners and visitors to the region. The TAC recommended eight possible ways to protect the adjacent homes without harming the steelhead in the Lagoon.
